Mr. Barrow has experience in geotechnical engineering and construction management. He has coordinated the Department of Defense Contracts, Ohio Department of Natural Resources, Cal-Trans projects, California, Ohio and Kentucky State Government Contracts and private development. As a geotechnical engineer, he designs drilled shafts, drilled pier retaining walls, segmental retaining walls, soil nail and tie-back walls, deep foundations, C.I.P. retaining walls, gravity retaining walls, shallow foundations, cement pressure grouting, auger cast piles, reinforced slopes and prepares geotechnical reports for bridges, dams, embankments, roadways, commercial and industrial buildings and landslides. Mr. Barrow frequently provides expert witness services as a subject matter expert.
Mr. Lageman has over 15 years of experience in geotechnical engineering, design, and rehabilitation projects. He is experienced in performing engineering analyses and design in the Greater Cincinnati area. He completed graduate-level research in Polymer Modified Pavements through the University of Kentucky and Kentucky Transportation Center. Geostructural Construction including deep excavation support and landslide remediation are of particular interest to Mr. Lageman. Andrew has been involved in the construction process engineering and sequencing of demolition projects for multiple bridge replacements in the State of Ohio and Kentucky. His management of geotechnical projects includes such clients as local universities (UC, UK, OSU), hospitals (Christ, St. Elizabeth, Good Samaritan) and government entities. He has utilized Geotechnical Instrumentation including inclinometer, strain gauges and photogrammetry to develop project specific solutions for his clients.
Mr. Amlung is experienced in civil and geotechnical engineering. His experience includes the design of bridge abutments, reinforced slopes, gravity retaining walls, MSE retaining walls, drilled pier retaining walls, soil nail walls, cast-in-place concrete walls, temporary earth retention, slope stability analyses, and landslide remediation. He also has experience designing many shallow and deep foundation systems including large diameter drilled shafts, rammed aggregate piers (RAP), micropiles, and helical pile foundations. He has prepared geotechnical reports for site development, embankments, roadways, landslide remediations, stream bank stabilizations, and dams. The geotechnical reports include visual classification of soil samples, coordination and analysis of laboratory testing, RQD, and design recommendations.
Ms. Reichert is an experienced geotechnical engineer and project manager. She completes design packages for soldier pile retaining walls (permanent and temporary), tieback anchors, reinforced MSE retaining walls, and gravity retaining walls. She performs slope stability analyses and designs systems for slope stabilization and landslide remediation. Katie conducts subsurface explorations for residential developments, roadways, and commercial developments. Katie coordinates monitoring programs for existing retaining walls and foundation walls and subsequently presents solutions for stabilization.
Ms. Richardson is an accomplished geotechnical engineer with extensive experience managing and executing geotechnical investigations, designing retaining walls, and developing foundation systems. She has successfully led projects in these areas, ensuring effective client communication and achieving project objectives. Her expertise includes slope stability analysis and remediation design, geotechnical investigations, temporary and permanent shoring design, retaining wall and foundation design, and managing testing and inspection services. Emily’s blend of technical insight, project management expertise, and client-focused problem-solving consistently results in practical, high-quality solutions.
Mr. Bailey joined Civil Solutions in 2023 to open the Columbus office and enhance the company’s site development design and project management experience. His extensive background spans industrial, commercial, retail, public works, residential, and hydraulic design projects, ranging from small home sites to developments covering hundreds of acres.
His expertise includes leading projects from early concept stages through design, construction, close-out, and subsequent expansions. He has conducted in-depth research and analysis of existing utility systems and designed comprehensive utility plans to support diverse developments. Mr. Bailey is highly skilled in designing stormwater detention systems and water quality solutions that meet regulatory standards, ensuring effective site drainage and environmental compliance.
Additionally, he has developed large-scale grading plans and roadway designs that optimize site functionality and accessibility. His ability to collaborate effectively with owners, architects, consultants, contractors, and suppliers across the United States and Canada has been essential to the success of his projects. Throughout his career, Mr. Bailey has demonstrated strong leadership in facilitating meetings and ensuring seamless coordination throughout the project lifecycle, from concept to completion.

Mr. Schmitt is a seasoned Civil Engineer with over 16 years of expertise in civil engineering design and an additional 2 years in underground construction and estimation. He has successfully partnered with local and global clients across private and municipal sectors, delivering complex projects that span industries including oil and gas, rail, and mining. Christopher’s core competencies include civil site development, roadway design, streetscape enhancements, and stormwater and wastewater management. He has recently led the design and project management of several high-profile municipal projects, delivering infrastructure that prioritizes community impact and long-term value.
With a proven ability to manage multidisciplinary projects from concept through completion, Christopher brings a strategic approach to engineering solutions that balance technical excellence with practical application. In addition to his engineering career, Christopher is a 23-year veteran of the Nevada Air National Guard and the Air Force Reserves. He currently serves as a Civil Engineering Officer at the 940th Civil Engineering Squadron, Beale Air Force Base, CA, where he leads engineering initiatives critical to mission readiness and operational success.
Ms. Roman has worked in the Tahoe Basin for more than 30 years and has extensive experience including roadway design, roadway reconstruction and resurfacing, roadway improvements, drainage improvements, erosion control, facilities, stream environment zone restoration, stormwater treatment facilities, site & utility design, campground design, pedestrian & bikeway improvements and water & sewer system improvements. She has managed many projects in the Tahoe Basin from preliminary analysis through construction, including existing condition analysis, and formulation and evaluation of alternatives (SWQIC process), utility coordination, life cycle cost analysis, PS&E design documents, permitting, bidding and construction. Public agencies, regulatory agencies and funding agencies that she has worked with in the Basin include TRPA, USFS, Placer County, Caltrans, Lahontan, CTC, Bureau of Reclamation, Army Corps of Engineers, various general improvement and utility districts, and the City of South Lake Tahoe as well as others.
Mr. Fitzgerald is a Senior Engineer with 18 years of experience specializing in roadway and aviation project management and engineering. His expertise encompasses pavement design, roadway and airport rehabilitation and reconstruction, as well as site and utility design, including sewer, water, and storm drain systems. Brian's extensive project portfolio includes special assessment work, bidding services, construction management and inspection, cost estimating, grant application support, and the preparation of construction summary reports. He is also committed to mentoring young engineers.
Brian is highly proficient in applying design standards from the FAA, AASHTO, PROWAG, and ADA, with particular expertise in horizontal and vertical curve alignment, sight distance evaluation, lane and shoulder width requirements, and pedestrian ramp design. His project experience further includes quality assurance reviews, sequencing and phasing plans, and comprehensive client service management.
Having led projects across the Eastern Sierra and rural Nevada, Brian has developed an in-depth understanding of how harsh winter climates impact material selection, durability, and maintenance requirements, particularly regarding snow removal and long-term performance.
Mr. Etxebeste is an accomplished Civil Engineer with nine years of experience specializing in the design and management of complex civil infrastructure projects. As a Staff Engineer at Eastern Sierra Engineering (ESE), Beñat has demonstrated expertise in delivering projects that enhance community infrastructure while meeting stringent regulatory standards. His extensive experience includes roadway design and reconstruction, drainage systems and roadway drainage, ADA-compliant routes and pedestrian safety improvements, bike trails and pedestrian connectivity, as well as utility relocation and infrastructure design encompassing sewer, water, dry utilities, and storm drain systems. Beñat is highly skilled in hydrology calculations and hydraulic network analysis for storm drain and sanitary sewer systems, along with peak flow attenuation calculations. He is proficient in industry-standard software, including StormCAD, WaterCAD, and Autodesk Civil 3D, with extensive experience utilizing pipe networks and grading corridors and sites. His responsibilities include preparing comprehensive plans, specifications, and cost estimates, as well as reviewing submittals, construction schedules, and payment applications to ensure seamless project execution.
Mr. Devine has over eight years of experience in civil and structural engineering, design, and project management. He is experienced in performing engineering analyses and design for a wide variety of civil and structural engineering projects. Connor has project management experience and has been responsible for communicating directly with clients, coordinating with multiple engineering disciplines, and organizing all deliverables to meet client needs. The structural engineering projects he has designed include, but are not limited to, reinforced concrete, structural steel, and retaining walls at industrial facilities. In addition to structural engineering, he has been involved in site design, secondary containment, Spill Prevention Control and Countermeasure (SPCC), and other miscellaneous civil engineering projects. Minor surveying experience has been gained as part of obtaining the required information for the projects he has completed. Surveying experience has been limited to topographic surveys. Mr. Devine is particularly interested in site design and working directly with the client, as well as all parties involved from the initial concept phase to final construction drawing submittal.
Ms. Bailey has been working with our Site Development team to design retaining walls and develop site layout, grading, and utility designs for site development projects. She has developed the plan, profile, specifications, and details for several Redi-Rock retaining walls along lake shorelines, creek-bank stabilization projects, existing residential homes, public streets, and other new construction site development projects. She has worked on developing the construction drawings for small redevelopment projects and, most recently, on three separate 100-acre industrial sites to house six 200,000+ sq. ft. data centers. She has developed the construction drawings to include the project-specific notes and specifications and the layout of the buildings, drives, parking lots, and security entrances. Jennifer prepared the grading of the sites and layout and design of the sanitary, water, and storm sewers while coordinating the work with the rest of the engineering design team.
Mr. Orloff has acquired 10 years of engineering project experience. Ken has developed expertise in structural connection design, reinforced concrete design and foundation design. His geotechnical design experience includes the design of gravity retaining walls, MSE retaining walls, drilled pier retaining walls, soil nail walls, and cast-in-place concrete walls. He also has experience designing many shallow and deep foundation systems including large diameter drilled shafts, micropiles, and helical pile foundations.
Mr. Phelps has over 30 years of experience conducting geotechnical engineering investigations for public agencies, commercial, mining, residential, Nevada Department of Transportation (NDOT), California Department of Transportation (Caltrans), and U.S. Navy projects in California and Nevada. The projects involved exploration drilling and soil sampling, laboratory testing and analysis, and report preparation. Mike has been responsible for construction management and inspection and testing of projects that have included: road and utilities, erosion control, dams, mining facilities, commercial, and residential. Mike has conducted environmental investigations for hazardous and nonhazardous waste projects. The projects involved exploration drilling, soil and groundwater sampling, underground storage tank removal, remediation, and final report preparation. Mike has performed earthwork, concrete pipe, steel, concrete, drainage, bridge, laydown and batch plant inspection for highway projects for the states of Nevada and California. He has conducted material testing on highway projects for the State of Nevada.
Mr. Kennedy has over 30 years in construction, engineering and consulting. He has served in the capacity of field service manager which includes quality control testing and inspection. He has experience in determining the project scope, construction schedule, and contractor requirements. He has reviewed project documentation, reviewed and delivered inspection reports, tracked deficiencies, selected and scheduled field personnel. Mr. Kennedy has several years of experience with field and lab testing as he spearheaded creation of a Field Services/Construction Materials Testing & Inspection Department including the establishment of a test lab and securing the required certifications.
