Proposed developments often require modifications to cater to the existing site conditions for sale or to be utilized as open space, parks, and one site was selectively demolished to be converted to a facility to promote after-school programs and play areas for under-privileged children and constraints. Our Staff has experience in storm water management, site layout and logistics, grading, utility work including storm sewers, sanitary sewer laterals and mains, force mains, and water mains and services in addition to permitting through local, state, and federal agencies. Site-based civil engineering has been a practice of Civil Solutions that completes design packages.

Mr. Bailey joined Civil Solutions in 2023 bringing with him more than 27 years of site development design and project management experience. His design experiences include a wide range of industrial, commercial, retail, public works, residential, and hydraulic design projects from small, individual home sites to hundreds of acres. These projects involved conceptual planning, research and analysis of existing utility systems, utility designs, storm water detention and water quality, mass grading plans, roadway design, and working with owners, architects, consultants, contractors, and suppliers from all over the United States and Canada. He has been involved in and facilitated meetings from the early concept stage through design, construction, project close-out, and expansions to the projects that he has designed.

Our Profession Team
Connor Devine, P.E.
Mr. Devine has over 8 years of experience in civil/structural engineering, design, and project management. He is experienced in performing engineering analyses and design for a wide variety of civil and structural engineering projects. Throughout the course of these projects, he has worked directly with the client and other engineering disciplines to complete all necessary project deliverables. Project management experience has also been gained during the engineering projects he has been involved in. He has been responsible for communicating directly with clients, coordinating with multiple engineering disciplines, and organizing all deliverables to meet client needs. The structural engineering projects he has designed include, but are not limited to, reinforced concrete, structural steel, and retaining walls at industrial facilities. In addition to structural engineering, he has been involved in site design, secondary containment, Spill Prevention Control and Countermeasure (SPCC), and other miscellaneous civil engineering projects. Minor surveying experience has been gained as part of obtaining required information for the projects he has completed. Surveying experience has been limited to topographic surveys. Mr. Devine is particularly interested in site design and working directly with the client, as well as all parties involved from the initial concept phase to final construction drawing submittal.
Jennifer Bailey, E.I.T.
Mrs. Bailey has been working with our Site Development team to design retaining walls and develop site layout, grading, and utility designs for site development projects. She has developed the plan, profile, specifications, and details for several Redi-Rock retaining walls along lake shorelines, creek-bank stabilization projects, existing residential homes, public streets, and other new construction site development projects. Jennifer has worked on developing the construction drawings for small redevelopment projects and, most recently, on three separate 100-acre industrial sites to house six 200,000+ sq. ft. data centers. In addition, Jennifer has developed the construction drawings to include the project-specific notes and specifications and the layout of the buildings, drives, parking lots, and security entrances. Jennifer prepared the grading of the sites and layout and design of the sanitary, water, and storm sewers while coordinating the work with the rest of the engineering design team.
Project Management & Estimating
Estimation of construction pricing helps identify important budgetary milestones during a project. At Civil Solutions, estimating projects in the preliminary planning phase facilitates efficient budget tracking throughout construction. If needed during the design process, our construction estimating staff and project managers can be called upon to assist with budget estimating.
