GeoStructural Engineering

At Civil Solutions and Eastern Sierra Engineering, our GeoStructural team delivers innovative, resilient solutions that bridge the gap between geotechnical engineering and structural design. We specialize in creating practical, buildable systems that optimize performance, reduce construction costs, and extend the lifespan of critical infrastructure. Wherever possible, we apply Net-Zero Engineering principles—maximizing the reuse of onsite materials, minimizing waste, and designing solutions that balance performance, cost, and environmental responsibility.

Our GeoStructural services include:

  • Retaining Wall Design – Gravity walls, MSE walls, soldier pile walls, soil nail walls, and custom systems engineered for site-specific needs.

  • Deep Foundation Design – Drilled shafts, auger cast piles, helical piers, and other deep foundation systems to support complex structures.

  • Slope Stabilization and Landslide Remediation – Analysis, stabilization, and remediation of unstable slopes and landslide-prone areas.

  • Ground Improvement – Techniques such as compaction grouting, soil mixing, and geosynthetics to enhance ground conditions and support sustainable construction.

  • Temporary and Permanent Shoring Systems – Sheet piling, braced shoring, tieback anchors, and excavation support systems designed for both safety and efficiency.

  • Earth Retention Systems – Design and evaluation of structures that protect infrastructure, developments, and natural environments from soil movement and erosion.

We emphasize a collaborative studio approach—combining technical expertise, constructability insight, and creative thinking. Our commitment to Net-Zero Engineering and soil-structure optimization ensures that every solution is both environmentally conscious and engineered for lasting value. We proudly support transportation, public infrastructure, commercial development, and private construction projects across the West and Midwest.

Justin Amlung, P.E.

Vice President of GeoStructural Engineering

Principal Engineer

Mr. Amlung is experienced in civil and geotechnical engineering. His experience includes the design of reinforced slopes, gravity retaining walls, MSE retaining walls, drilled pier retaining walls, soil nail walls, cast-in-place concrete walls, temporary earth retention, slope stability analyses, and landslide remediation. He also has experience designing many shallow and deep foundation systems including large-diameter drilled shafts, rammed aggregate piers (RAP), micropiles, and helical pile foundations. He has prepared geotechnical reports for site development, embankments, roadways, landslide remediations, stream bank stabilizations, and dams. The geotechnical reports include visual classification of soil samples, coordination and analysis of laboratory testing, RQD, and design recommendations.

Our GeoStructural Team

Katie Reichert, P.E.

Geotechnical Engineer | Project Engineer

Ms. Reichert is an experienced geotechnical engineer and project manager. She completes design packages for soldier pile retaining walls (permanent and temporary), tieback anchors, reinforced MSE retaining walls, and gravity retaining walls. She performs slope stability analyses and designs systems for slope stabilization and landslide remediation. Katie conducts subsurface explorations for residential developments, roadways, and commercial developments. Katie coordinates monitoring programs for existing retaining walls and foundation walls and subsequently presents solutions for stabilization.

Ken Orloff, P.E.

Structural Engineer | Project Engineer

Mr. Orloff is experienced in geotechnical and structural engineering.

His structural engineering experience includes the design of concrete,

steel, and masonry structures for both new construction and the

renovation of existing structures. His geotechnical design experience

includes the design of gravity retaining walls, MSE retaining walls,

drilled pier retaining walls, soil nail walls, and cast-in-place concrete

walls. He also has experience designing many shallow and deep

foundation systems including large-diameter drilled shafts, micropiles,

and helical pile foundations.

Emily Richardson, P.E.

Geotechnical Engineer | Project Engineer

Ms. Richardson is an accomplished geotechnical engineer with extensive experience managing and executing geotechnical investigations, designing retaining walls, and developing foundation systems. She has successfully led projects in these areas, ensuring effective client communication and achieving project objectives. Her expertise includes slope stability analysis and remediation design, geotechnical investigations, temporary and permanent shoring design, retaining wall and foundation design, and managing testing and inspection services. Emily’s blend of technical insight, project management expertise, and client-focused problem-solving consistently results in practical, high-quality solutions.

Sarah Tomlinson, E.I.

Staff Engineer

Sarah Tomlinson brings extensive experience in geotechnical and civil engineering, as well as materials testing. Her project portfolio includes the design of roadways, gravity block walls, gabion basket walls, mechanically stabilized earth (MSE) walls, foundations, soldier pile walls, reinforced slopes, and temporary shoring systems. She is highly proficient in conducting laboratory testing of soils, concrete, and asphalt in an AASHTO-accredited facility and excels in soil classification using the USGS classification system.

Sarah also has considerable field inspection experience, overseeing test pits, borings, retaining wall construction, subgrade preparation, and foundation preparation. Her role spans multiple phases of project execution, including developing proposals, preparing geotechnical reports, securing permits, coordinating with clients, performing design calculations, drafting in AutoCAD, reviewing plans, and managing submittals. She has successfully delivered projects for municipal clients, counties, and private sector partners, consistently ensuring technical excellence and client satisfaction.
